ChainBreakers, Inc. envisions our organization as a highly visible entity in our community, well known by residents, business owners, and city officials as a source of help.

Portsmouth is a beautiful and historic maritime city in Virginia. It is located in the center of the area known as "Hampton Roads" and is surrounded by other popular cities, such as Norfolk, Virginia Beach and Chesapeake. It is home to the nation's oldest Naval Shipyard and Portsmouth Naval Hospital, which is one of the nations oldest continuous operating hospitals.

Portsmouth has experienced a decline in population since 1990 and if the current trend continues, it is expected that Portsmouth will have lost nearly 10% of its population by 2010.
